If fishing pressure is too high and too many animals are removed too quickly, the compensatory density dependence shown at the intermediate population levels declines, population growth rate slows and low-population levels may even be compromised because too few spawning fish remain. At such low population levels, it is possible that fish densities are too low for mates to locate each other or for adequate protection from predators (for example, in schooling species), or for other reasons. A fascinating aspect of fisheries is that, effectively managed, fished populations are more productive than non-fished ones.

Conduct interviews to assess fishery status, and collect information on traditional ecological knowledge for fishery history. • Special attention to be paid to suspected, or potentially vulnerable, species, habitats or spawning aggregations. • Assess potential of MPAs/temporal measures as management tools. • Apply conservative and precautionary approach and refer to FAO Code and CBD. • Reliable planning for future income and food security or for new activities is compromised, and fishing pressure should not be increased until a knowledge base is established.
